NHBRC House & sectional title enrollments

  • Welcome to our Nhbrc registration & house enrollment services.
  • We are here to help you with the enrollment of your house plans with the Nhbrc.
  • House enrollment is the second & probably the final step after the NHBRC registration, should everything go according to plan
  • in the paragraphs that follow below, we shall be discussing the various requirements, forms, documents and fees to be paid for both late and normal NHBRC enrolments.
Nhbrc Registration

WHAT IS AN NHBRC ENROLMENT?

An NHBRC enrollment simply means the process of handing in your municipal approved building plans to the NHBRC for further inspection and approval, in order to obtain insurance against minor and major structural defects such as roof leaks and structural collapse over the next 5 years. It’s a process that is undertaken collectively by a home owner, builder, architect as well as a structural engineer. In some instances, a Geo technical surveyor might also be involved in cases underlain by dolomite soil conditions.

An NHBRC late enrollment occurs when actual building plans have commenced before building plans have been approved by the NHBRC. Usually, the NHBRC requires builders to submit municipal approved building plans from a competent structural engineer as well as a  Geo technical site investigation before foundation trenches are excavated.

ENROLLMENT APPLICATION DOCUMENTS

The following documents are required for enrollment.

  • The correct Nhbrc application forms depending on the kind of development.
  • Approved council plans from the municipality council.
  • A building contract preferably drawn up by a competent legal person, with price breakdown, signed by both parties.
  • A title deed of the property together with a letter from the transferring attorney that indicates the values of the land as well as the property details such as erf/stand or sectional title numbers.
  • The builder's NHBRC registration certificate (Certified copy not older than 3 months).
  • Certified ID copy of builder ( Signatory to the building contract mentioned above).
  • Structural engineering drawings for foundation, storm water management and drainage management. For plans on dolomite developments, full structural engineering drawings accompanied by a Geo technical site investigation completed by an independent Geo technical engineer accompanied by a B4 certificate which is issued by the council for the Geo technical survey.
  • In some rare cases, if the development is for an estate (sectional title development), the NHBRC may require for the builder to submit the promotional materials or brochures and a feasibility study.

residential unit enrollment (EF003)

Builders have to be careful about which form to use when applying for different developments. If it is an ordinarily residential unit, a builder must use the form marked EF003 as opposed to the ST003 which applies to multiple storeysand sectional type of developments only. competent person (Form B1)

In terms of the NHBRC, competent person refers to the person who signed off the Geo technical site investigation. this person must at least be a professional registered with the council for Geo technical survey. The competent person must at least have a qualification in carrying out soil surveys and must be independent from the builder in terms of the house building project. Details of this person are required on form B1 of the application form which must also be completed by the competent person, builder, home owner as well as the structural engineer with original signatures.

NHBRC ENROLLMENT FEES

The NHBRC enrollment fees are based on a sliding scale based on the value of the land as well as the building fees including labor and materials. However, this amount is capped at R 29 824,56. Please note, previously this amount used to be capped at R 34,000 however, ever since the NHBRC de-registered for VAT, the builders no longer have to pay the VAT amounts, hence prices have become a lot cheaper.

sectional unit enrollment (ST003)

The form for sectional title developments is different from the form of ordinarily residential units. Builders must use the correct form when enrolling sectional units. This form is called the “ST003” which can be downloaded by clicking here. In some rare cases, the NHBRC might also request marketing and promotional materials of the sectional title developments as well as a feasibility study as part of the enrollment process.

Competent person (Late enrollments)

As mentioned before, late enrollment occurs when building commences before prior inspections and approval from the NHBRC was granted. This is a situation which every builder must avoid at all costs as it can turn out to be very expensive for each item that was done that the inspectors might not have been able to inspect. For every checklist item that goes unverified, the builder might need to add the full amount onto the cover. In addition to this, late enrollments might require the use of a SANAS accredited laboratory to verify a couple of items. What is a Cidb certificate?

A CIDB certificate is a certificate issued by the Construction & Industry Development Board to certify a construction company’s capacity to carry out a government tender. The certificate determines the tender value range & the type of construction works (Class) that the company can bid for in a government tender. For example, construction companies with a CIDB class 1 electrical engineering works can only bid for government electrical contract works between the values of R 1 & R 130,000.

SPONSORSHIP & JOINT VENTURE AGREEMENTS

How long does it take to get a cidb certificate?

Between 3 to 21 working days dependent on the grade applied for. For grade 1, it will take about 2 to 3 days whereas for the remainder of the other grades, it will take 21 days. Applicants must make provision for issues such as the head office being off line as well as load shedding.
